Key Areas of Expertise
The key areas of development cooperation advisory services are particularly good governance. This includes instruments for promoting democracy, institution building, strengthening political parties, administrative modernization, the related areas of decentralization and deconcentration, the rule of law, combating corruption, and good financial governance. Political topics also include capacity building for civil society groups, human rights/gender issues, peacebuilding, and crisis prevention. The portfolio also includes areas of social welfare: on the one hand, education from primary to secondary and higher education, including vocational and adult education, and on the other hand, general aspects of social security against loss of earnings due to accident, illness, old age, and unemployment. In the economic field, the complex of public-private partnerships rounds out the development policy expertise.
Services and Studies
>> During the planning phases, general governance and specific policy analyses are part of the portfolio to support the design of promising strategies for community and government implementing organizations, political foundations, and private sponsors in the respective target countries or regions. This also includes ex-ante sector analyses and a description of specific donor engagement to date in order to estimate the likelihood of impact of planned programs and projects.
>> During implementation, results-oriented monitoring supports program and project management. Through the analysis of the so-called results chain, the interrelationship of the contractually agreed activities and services of the donor organization with the local partners is assessed with regard to the set objectives. This process-accompanying evaluation is based on the Paris Declaration on Aid Effectiveness and uses common qualitative and quantitative methods, as well as the instrument of the guided interview, for measurement.
>> Final evaluations are guided by the well-known principles of the German Federal Ministry for Economic Cooperation and Development and the OECD’s DAC criteria. This means that the approach is closely aligned with the criteria of relevance, effectiveness, efficiency, development impact, sustainability, as well as coherence, complementarity, and coordination. Final recommendations for action are based on analyses at the political level, of partners, and target groups, and are informed by expert interviews and qualitative and quantitative evaluation methods.
